P21 Balancing Statement

Yes, been there, so frustrating.

I have found clicking once to highlight, then pause, then double clicking to open sometimes works

It may be a browser issue. If you change browser you may find the problem goes away. Google seems best with ROS, but any change make avoid the problem.
 
Does a bar appear across the top of the screen asking you to allow pop-ups from this site? If so, click allow.
 
I had this problem also. And thank you for advise re allowing pop-ups on the page ... ticking this, solved the problem.
