hi there, if i purchase a property which has owner occupier relief from a previous owner which has never been drawn down on is it possible for me to claim the owner occupier relief , the cert of compliance is dated 2002 with developers name on it the owner of the property never lived in the house and thus never claimed any of the relief.. if i purchase the property and become the first occupier is the relief available to me... i know the fact that it states relief cannot be passed on to subsequent buyers but is that the case here given the circumstance .....i hope i can get clarification on this ,thanks
