Overcharged by Bolt

Looking for some advice as to whether I've been overcharged by Bolt.

I took a taxi from home [D5] to the airport last Thursday morning. As usual, the estimated fare range was very wide, but I've taken taxis via apps on this route many times, so I expect it to be somewhere in the €25-€30 range. As it was early, around 4am, there was no traffic; the taxi meter should have charged me the appropriate night time rate. The meter fare when I was getting out, although he hadn't stopped the meter yet, was about €23, plus about 3 or 4 euros for extras [I guess for bags]. I would expect Bolt to charge me that fare, plus their €2 technology fee. So about €30 in total.

I was charged €44.80. Bolt receipt showed €8.40 base fare, €23.40 distance, €11.00 time, €2.00 technology fee.

I queried this with Bolt. They said that the fare was 60c higher than the high end of the fare guesstimate, so offered me that as a refund. I did not accept. My expectation, is that if there is an innocent explanation, perhaps the driver entered 42 instead of 24. I asked for follow-up with the driver - they said they contacted him and he said the fare was correct. They said I should have asked for a fare receipt from the driver - I have never done this, as I always use the Bolt receipt where required for expenses. They've said that there's nothing more they can do about this because I don't have a receipt; not particularly satisfactory.

This isn't a huge amount of money, but I always pay what I owe for services; overcharging, whatever the amount, really grates on me. I want this to be resolved without me having a new company that I consider an enemy, and will never use again! To get home from the airport, I used the new Tap a Taxi app, and the fare was €27 - around what I'd expect it to be.

Questions:
- Do Bolt charge more for trips at night? My back and forth with their chat system would imply no, and that the driver had entered €42.80 as the fare.
- Does the pattern of charges for identical trips count as evidence as to what the cost should be?
- Since Bolt have refused to resolve this any further, is there anything I can do? What would be proportionate for the sum involved? Report to taxi regulator, credit card chargeback?

Taxi charges are regulated.
Maybe this is of some use?

The €11 "Time" charge seems to be the difference.

Did you keep the driver waiting before getting into the taxi?

Not at all. I opened the front door as he was pulling up outside. On previous fare receipts, the "base+distance+time" seems to sum up to the meter fare.

What does the TFI calculator estimate the fare should be for the journey in question?

It says €24.40 - €31.60, including €1 for an extra passenger, and €3 for hailing via the app. There's no charge for bags, as was an assumption in my original message. It also says the journey with no traffic is 43 minutes, which is nonsense - it was 16 minutes according to the Bolt receipt.

I've reopened the complaint to state the TFI range. I'll see how it goes, but I'm not hopeful as they've again said they're willing to give me an apparent 60c overcharge back.

Incidentally, this option only seems to give customers the ability to report "illegal content" on a particular URL, or appeal a decision relating to same. The only workable option is to use the frustrating chatbot service, request to be put onto a human, and repeat the frustration with their slightly more personal touch.

That's not how I read this:
Submit a complaint to:

1. Report technical or compliance issues related to your account;

2. Flag illegal content or activity; or

3. Appeal for Bolt to review a decision:
  • affecting your account, such as suspension or termination of your account or monetary payments to you, or
  • made in relation to illegal content.
Points 1 and 3 seem to me to apply in your case?

I agree, but the site has a web-form to be filled, that filters the things you can complain about based on who you are. For example, you if you state you're a driver, you can complain about payments, but if you're a customer you can't.

I've started a complaint to the NTA about this issue.

Just to close this out - I kept pushing with Bolt and was offered an €11 refund [as a one time "gesture"] which will bring my fare to the lower end of the original range they quoted when booking. I had to raise the dispute 3 times before it was raised to someone senior enough to be able to offer a resolution. Not ideal, but it makes the final fare paid close enough to what I'd have expected.

Take home messages:

- pay close attention to the fare range when making booking. If you expect a journey [based on previous experience] to be say €25, and they approximate a range of €20-€40, then the driver can enter any amount they want within that range and Bolt will shrug and say they can't do anything about it. You'll have to chase them, several times, to get any kind of satisfactory[ish] resolution.
- always ask the taxi driver for a receipt from their meter. I've had very few issues with taxi drivers over the years, most are honest, but if one makes a genuine [or less than genuine] mistake, it's the best form of comeback.
