One hopes there will be sufficient qualifications and regulation required of any new conveyancers.
I think the current bar on others gives rise to more of a perception of anti-competitiveness than anything else, I wouldnt forsee a new breed of professional dealing only with conveyancing (who wasnt a solicitor anyway).
More useful might have been a requirement that the seller produce the title history etc etc. for inspection rather than every potential buyers solicitor going through it.
Also, perhaps its time for a consolidation of land law. Legislation from 1800's and before is surely a bit overly complex/fragmented for an efficient system. For instance the tax legislation has been consolidated in stages since 1997 & works well. Its still complex and needs interpretation so its not like consolidation of law does away with the need for expertise.
