My spouse is working abroad at present and is non-resident for tax purposes. We jointly own a property which was our family home but has been rented since he went abroad. Stamp duty was paid at the time of the purchase so there is no clawback involved.

Is he entitled to claim the single tax credit of €1650 against the rental income on the property, while he is non-resident?

No. If he wasn't earning anything abroad, then Revenue may allocate all or part of that credit to him.

He was earning abroad, so should I assume PRSI / USC and tax rate based upon his level of earnings abroad?
