Non-Resident Savings Account

I'm an Irish citizen living in the USA. I have a Savings Account at Anglo-Irish Bank that I opened mostly to direct deposit my US Social Security check when I retire this summer or fall, deposit the profit from selling my house, and I send cash deposits regularly.

I would like to open another savings account in Ireland because I need one with an ATM or debit card that will work in various countries around the world.

It seems Anglo-Irish Bank is the only bank allowing a non-resident citizen to open a new account online and by post without coming in to a branch in person but they don't have a ATM/debit cards. They haven't replied to my emails.

Any suggestions where I can open a savings account online and by post from the states and where I can get the Cirrus or other ATM/debit card?
