Non-resident landlord - mgt company letting - 20% witholding rules changed ?

A friend has been informed that when a landlord is non resident that the tenant is now obliged to withhold 20% rent regardless of him having an agent here in Ireland looking after both the management and collection of rent. Is this rule now being changed as well ? It was his accountant that informed him and I assume he is the same one who has done his tax returns for the last 5 years.
 
My recollection is that the 20% withholding only apples in the absence of a local agent.
 
Perhaps the confusion lies in the use of the term “agent”?

Having an agent managing the property and collecting the rent is not sufficient.

He or she registers for income tax as “X, Agent for Y”.
 
You can appoint a collection agent who will be given a second PPS number to be used when dealing with your income tax. This can be a company, individual or even a family member.
