Non-Contrib Pension means test

If a single person aged 69, owning home, with no income and has savings of 100,000 euro - will they receive non-contributory pensioin? What is the limit of savings before you are entitled to pension. Tried to understand means test rules and gave up!!!!!! Can anyone help? If they only had 40,000 euro in savings would they get pension?
 
With savings of 100K the SW assessment on those savings is weekly income of E-270.00 as per the chart provided in the above link. Therefore no Non-contributory pension is payable.

If the man has savings of 40k the weekly means as assessed by SW is E-30.00. Therefore he would be eligible for the full rate of pension. Anything over 40k reduces his rate of pension payable
