While filing my accounts this year my accountant told me I was due a small refund.
I haven’t received a statement of liability despite requesting it 2 weeks ago. Is this normal

Couple of things could have happened if you filed a form 12 tax return via your accountant:

A certain amount of claims are manually checked meaning a P21 won't issue untill the check is complete.

The p21 has already issued electronically to your my account in pdf format. If you login, you see it.

Have you asked your accountant?
 
I’ve checked in my account. When I look for the statement of liability only last years tcc appears That’s how we filed. It was my accountant who requested the p21. There was additional income under 5k. Just wondering if that’s the delay.
 
It could be any number of things. It's unfortunately a bad time of year for having manual checks carried out owing to the holidays. You could drop a line via MyEnquiries to see what the hold up is. Has your accountant confirmed the submission of the form 12 for I'm assuming 2018? Also your accountant wouldn't have requested a P21; the accountant should have filled the form 12 declaring your additional income for you which would generate a p21.
 
Yes he has confirmed form12 There was complications rcts and unpaid wages from previous employer liquidation. Maybe that’s it. Not too up to speed on all of this so I don’t really want to talk to revenue. Nothing to hide just can’t explain myself properly

Then the above is why it's delayed. It may take sometime to sort at the best of times but you are in a holiday period where everything will run slow.
