No allowance for extra working hours

My colleague has just been told she can no longer take time in lieu for working extra hours. Public service organisation involved. She works 7.30am to 3.30pm and because of that the company says there is no flexiblilty. At her grade she doesn't get paid overtime but could up to now claim time in lieu. The company nows says her hours are too restrictive and will not allow her to build up hours in lieu. Other staff at her grade can do this however, they work 9 - 5pm. Surely this is discrimination. I have looked at various government website on employment rights but can't find anything in this area. Has anyone any idea if the company can do this legally?
 
not really on topoic but 7:30 -3:30 is a regular working day (or the 9-5)?
Bet there is a 1 hour lunch break plus coffe break of 15 mins in the morning and afternoon?

when does they work? I regularly work 7:30 till 5:30 with no over time and short lunch breaks. (private sector). If I don't I won't have a jobe :-(
