New scheme,rent guareenteed for four years,is this avialable?

Hi, I posted a while back about a friend whos daughter is in rented accomdation and is recieveing rent allowence .
I heard there is a new scheme wherby the landlord is paid directly by the county council and the tennant remains in the same house/apt for four years,I think its SFA or something like that?
Could anyone clarify what this is?
And is there a list of places that will take it?
Would be great idea if true.The landlords whom are now finding it diffucult to rent would be guareented this income for four years.

The scheme is the Rental Accommodation Scheme (RAS), administered by the Local Authorities.

Have a search on AAM, there have been threads on it, or check out the Local Authorities websites for info.
