OP can sell the original house with the banks agreement and borrow the negative equity. Then he moves and rents until he has paid back the loan. Then he saves a deposit for the next house. OP and others should not assume that hosue prices will come back up. If they fall further the negative equity increases.
 
the problem with this is i cant even sell my house to even be in a negative equity situation!!!
