Need an auctioneers licence to sell overseas property?

The title says it all. I wonder about agents selling properties abroad. Do they have licences? Do they need any qualification either here or in the country where the property is situate?

I understand that overseas property agents & sellers come under the definition of "house agents" under the Auctioneers & House Agents Acts and therefore must be licensed under the Acts. Rumour has it that the Revenue Commissioners are taking action (or are about to do so) to ensure that all such agents hold auctioneers licenses.
