Multitrip European travel insurance.

Asking for a friend who is 74 and looking for multi trip travel insurance initiallyfor a single 23 days holidays.
Unfortunately he was informed by his insurers that he can only have insurance for 21 days.
I would have thought 30 days was the max for a single trip on multitrip travel insurance.
Can anyone recommend a company they have used that covers more than 21 days.
Perhaps age is a factor.
 
We received a quote €215.00* pa Multi-Trip for both of us from A Post Insurance (Chubb). But, it is cover for visiting one EU country only. I know we must spend 180 days in Ireland pa too (another condition). But, the quote didn’t mention the upper limit of days per annum in each trip abroad. I presume there is an upper limit. Excess is €90.00 each (another of my bugbears).
