You can share bins and just have proof from the account holder of the bins if checked.

Best I can offer is that Data Protection Commissioner's Office accepted my complaint and prepared a report.
Dublin City Council will not be finding out who has no bins
The councils can check. It started off as a means to reduce fly tipping, I believe Dublin city council were the first to introduce the by law allowing them to basically knock on your door and ask to see proof if they believe you are fly tippingWho would check?
