Moving from Netherlands

Hi. I'm hoping there is someone out there with some knowledge of the ins and outs of how best to arrange ones affairs when moving from Netherlands to Ireland.

My Mum moved back from Netherlands to Ireland two years ago.

She had lived in Ireland until she was 48, she worked for a few years before getting married. Was married 20 odd years to a full time employed man. She worked for a few years part time while married.

When she moved to Netherlands she married a Dutch man for 20 odd years, he was fully employed. Again, she did some part time work.

She's now resident in Ireland, and has filed tax returns in Ireland accordingly. She was on the state pension over there, which is pretty measly, about 120 per month I think. She's 71.

When she moved back she was told she did not have enough stamps for the Irish pension. She did not qualify from a means testing as far as I know, she has some savings/shares etc. She owns her own home here. She did qualify for the medical card though, and uses this for her meds.

Part of her marriage break up was getting a life policy of his that pays out for the next couple of years a lump sum of 25k net, or thereabouts. She is being "taxed" on this to the tune of about 6k. From what she can gather, this is paid to the HSE.

So she continues to get the Dutch pension. As far as I know they tax this too.

Would anyone know if this "tax" is predicated on her having her medical card? i.e. if she did not have the medical card, would they still take this payment? I know I have only given you a non-technical summary of her situation, so maybe there is not near enough to go on.

What I would like to know is if she's better off going for private medical insurance here, which she does not have. If the effect of "giving back" the medical card was to not have the 6k taken off her life policy, that would seem to make a lot of sense. From what I can gather, she still has to provide some sort of tax forms to Netherlands to keep them updated of her overall situation.

Sorry for the long post. If anyone has anything to suggest by way of maybe her paying less out of the 25k, or else maybe going a different way about getting the Irish pension etc, it would be great. She's a terrible worrier about money, and her accountant does not seem to have the expertise she required.

Yeah, you'd think so, but she's been in there loads of times. They helped her get the medical card, but were not able to offer advice on the mandatory contribution/tax out of her 25k.
 
The tax bit is a bit complicated for Citizens Info, it's more specialised stuff. I can't see what impact the medical card has on the tax, taking out health insurance would have a waiting period that might outweigh any benefit, it only offers limited amounts back for GP visits too.

Is she being paid a lump sum every year of 25k? I don't see why the 6k would be going to the HSE, if it's tax then surely it's going to Revenue. The story is not entirely clear.
 
No it seems to be a lump sum paid out from an insurance policy as part of a divorce settlement?
