The liquidator of Mottoughs Stockbrokers sold 28.5% of my shareholding to cover the cost of the administration. Can I claim this as a loss and offset it against any gains I make on selling the remainding 71.5%? If so, is the value of the 28.5% based on the date the liquidator sold them or is it based on the value when the rest of the shareholding is sold?

Hi, I can't answer your question but have a related concern.
I wrote to Financial Regulator asking what measures had been taken to protect consumers since that incident. They fobbed me off with a nonsense reply. Have you complained to Financial Regulator about your loss, would you consider doing so? Its only if the victims themselves complain will the FR take action (if at all)
