minimum PRSI contribution and pension

I am self-employed with a low income, so have been making just the annual minimum PRSI payment of €254 or slightly above. Will this entitle me to a contibutary pension when I'm 66 (provided I keep up these payments of course)? The social welfare site isn't very clear on this and when I rang the Pension Board the person I talked to said it should, but didn't seem too sure about it.
And could somebody please explain to me what stamps are in this context?
 
Stamps are PRSI payments. A throwback to when they actually were stamps on a card.
