Medical card charge

If the medical card charge comes in tomorrow. Would it only take affect in 2012 or would it be immediate? My partner needs to apply for one and would like to put the form in tomorrow, however there is of course processing time.. Would she be too late or do we have to find another 50euro before christmas?
 
There is no way of knowing for definite if a possible €50 charge will apply from budget day or 1st January until/if the measure is announced on Tuesday afternoon. Monday's announcements will be all about the spending cuts, Tuesday afternoon's announcements will be about taxes/charges.

I think you can apply online for a medical card anyway, so do this tomorrow.
