LTV how is my property value decided?

Simple question. How do I calculate the official value of my property? I can estimate the value myself but I guess the bank will need an official estimate from somewhere. Do I pay an estate agent to do this or do the bank have a service to do this?
 
Banks have an approved list of valuerers which you should request.
Standard valuations cost 125 euro + 23% Vat
 
I went with Ulster in January and they did valuation for free, however I didn't buy the house and they did not want to pay that back. I went with them again this month as I might be buying house now and valuation is free again. It helps a little
