Low income but need to pay prsi contributions

How does this work with self employed person if the accounts show little or no profit?

You pay a minimum of €500 per year.

You need to have a minimum income of €5,000 to have a compulsory PRSI contribution.

If you don't have that then you should make a voluntary contribution, an application has to be made within 12 months of a year when you had a compulsory contribution.

I know but if your income is too low to be charged that amount what happens then?
