Loan application rejection & the ICB

Does anyone know if having a loan application turned down is recorded by the Irish Credit Beureau and/or does it have a negative effect on your credit rating with other companies?
 
The ICB doesn't know whether a bank refused you or not, the only record on the ICB is of an enquiry by a lender. So if for example there are loads of enquiries previously then another lender could presume you had been refused or you could have been just shopping around!
