Lien on Title Deeds to house

Can someone point me in the right direction to find out if there is still a lien on a title to house I share ownership of.

House is in Southern Ireland. Is there an office or Dept than I can contact
to see if Deed of Discharge was granted. (I think this is what is required)
to clear lien?

Short story, sibling took out loan (with my permission) on their share of house. Bank took a lien as security. I suspect but not sure that loan was
not paid off by sibling. All communication between us has ended because
sibling will not tell me what is going on.
 
Have you spoken to a solicitor?

Have you spoken to the bank?

How much was the loan?

Is there also a mortgage on the property?

It is more likely that there is a charge on the whole house - not just a share.
