Legislation governing rates - subsequent tenant

My employer is being chased by the county council for a previous tenants unpaid rates, under this stupid subsequent tenant rule.

I see the subsequent tenant rule is contained in the 1838 Poor Relief Act, however I note from several county council websites that the council can only pursue the subsequent tenant for a period of two years from the making of the rate, and the Poor Relief Act does not refer to this.

Two years have indeed passed since the rates in question were made. We are now looking for a legislative reference for this two year time limit so that we may go back to the (most unpleasant) rates collector with this information.

I'd really appreciate if anyone point me in the right direction, or offer any advice on the situation.
