Representatives from the Law Society of Ireland
Representatives from the Competition and Consumer Protection Commission (CCPC)
Representatives from the Consumers Association of Ireland

A good summary of the bill here.

It must be transposed into Irish law by December.
When it's in force

1) Designated consumer protection organisations will be able to take class actions
2) Individuals will not be able to group together and take class actions. They will need to work through a designated organisation.
3) The Minister will designate the organisation and not the CCPC
4) Consumers will need to opt in. I presume that this means that if the organisation took a case on behalf of 68 ptsb discounted tracker customers, only those 68 would benefit from a successful outcome. There would be no onus on ptsb to roll it out to all affected customers.
