The real issue is the lack of proper civil and criminal remedy in Ireland for anti-social behaviour.

Some countries have clear laws on stuff like excessive noise at certain times and police will intervene and even prosecute.

This could be done in Ireland, it just needs political will.

That is too true. Landlord gets fined, but no punishment at all for the tenants who are presumably still in situ and misbehaving. The whole thing is the landlord's fault and no one elses.

Another case here

It is behind a paywall, so here is a summary; A resident of a complex was being abused by the tenant of a landlord. The tenant rented a neighbouring apartment. The abused resident took a case against the landlord to the RTB. I get the impression the resident would have won, the RTB stressed that tenant's misbehaviour is the landlord's responsibillity. However, the resident never contacted the landlord at all to complain and lost the case because of that.

Again, if the tenant misbehaves, nothing happens to the tenant! The landlord is at fault and fined.
