lack of soundproofing

i am just over a year in my new house in balbriggan, although i love my house the soundproofing leaves a lot to be desired , i can hear my neighbours talking along with some other rather unpleasent sounds . its actually very upsetting and i now sleep with earplugs in. can anyone advise me how to get a sound test and if it doesn't reach the standard required do i have a right to get the builders to fix it?
 
There are minimum requirements under Irish building regulations- if you think you have a genuine (sounds like you do) problem you may seek professional advice. Expertise in the area of acoustics is hard to come by but a chartered engineer should be able to refer you to an suitably qualified and experienced professional.
 
I spoke to a crowd called Distribution of Insulation in Ireland who were very helpful, can't remember the exact name of them but their guy had all the contacts. He's been soundproofing stuff for years.
