Well, yes, I suspect that even the Deciding Officer doesn't really know what to do in such a situation and seeks information on this subject from a higher authority.
I think that if I say that I am no longer actively looking for a job (because, for example, they refuse me everywhere I ask about a job because of my age) they will transfer me to BP65.
But there are always doubts whether we here think the same way as Social Welfare Officers.

Why not tell them that you are seeking work but keep getting refused if that's what your experience has been? I doubt that they'll give you much grief (i.e. do too much checking - or "activation" I think they call it) in your mid 60s.

You don't need to make an explanation. Just say you are fully retired and out of the employment market.

Yes, I think that won't be a problem.
I think that maybe I don't even have to explain anything, because everything can be done online. I'll close JPRB and apply for BP65 without explanation.
