IT: Ireland's housing crisis - facts and figures

Couple of stats that surprise me are that of the 1,609 families in emergency accommodation, 55% are single parent families. That seems high. Also, of the 11,754 people in emergency accommodation, 39% are non-Irish. That seems very high. Does it include people in direct provision and does it include Ukrainian refugees not yet housed?
 
The 39% does not surprise me.

In several local authorities, about 50% on HAP are non-Irish.
 
Now that I consider it, the 11,754 figure for people in emergency accommodation, couldn't possibly include those in direct provision or those Ukrainians being accommodated by the government in hubs, because those two groups would far outnumber the emergency accommodation total.
