Would this be a rented house situation? The person who has use of the set should pay the bill, the below is from the TV licening website

Strictly speaking, neither have sole responsibility. TV licences are per residence not per TV so it is the occupants collectively that are responsible for any TVs on the premises. Although they normally chase whomsoever gives their name.
So if there are two people, one owns the place and the other rents and the person who rents has their own television both occupants are responsible for ensuring that the TV is licensed and either can be held responsible for not being able to produce one on request.

If you already have a licence, then you have to renew it. If not, then wait until pressure is brought to bear on you to do so. The ads are there to frighten you and coerce you into buying one but hang out for as long as you can
We rent an apt and we never got around to getting a licence I think you are more likely to get a knock on the door if you live in a house, when we get a house I am defo getting it !
