is it possible to buy an unlocked iPhone in the states

Hi guys,
I ran a search but didnt find the answer I was looking for - is it possible to buy an unlocked iphone in the states and use a european (say O2 or vodafone) sim in it? Would all applications be available.

Arent american phones traditionally coupled to the provider not making this possible?

Yes Cat101 it would be contrary. I was thinking that buying over the counter doesn't seem to be possible in the States, as it will be a bill phone. However, if you could buy it via e-bay for example then it is possible as you say. Thanks for yhe help again
