Motor Is FBD a broker or Insurance Company?

I have been informed by my Insurance Broker that they will not quote me car insurance from FBD Insurance because they are a broker and not an Insurance Company. Can someone confirm that FBD is only a broker?

FBD is an insurance company.

But they deal directly with their customers. They don't go through brokers which is why your broker can't get you a quote from them.

There are two different arms to FBD. FBD Insurance and FBD Brokers. FBD will deal through brokers. We deal with them on household currently and we used to do motor with them. And obviously do commercial business with them.
