If an Irish citizen and resident is going to receive a contributory pension from Ireland as well as a state pension from another EU country is there a ceiling or cap to the amount that can be received? In this case the person falls short of the maximum contributory rate in Ireland but when the other EU pension is added the total amount would be in excess of the maximum Irish rate. Both pensions would be declared for tax in Ireland.
 
No, there is no ceiling on the total pension amounts.

Each country will work out how much you are entitled to based on their system and pay you that

The amount you are entitled to in each country is the higher of
1. Your entitlements based on your contributions in that country only
2. Your entitlement based on your total contributions across the whole EU but pro-rata to the amount contributed in that country/total contribution

It is highly unlikely that you will get anywhere near the maximum from any one country
