Has anyone seen this specific brand of hand sanitizer gel for sale in Ireland?

Interhealth Hand Sanitiser Gel.

I can use this out during the day at the beach or park or shops and doesn't dry out the hands at all.

Any other one I've tried, including ones with added moisturiser \ aloe, do

I don't think that 70% alcohol means that 70ml of a 100ml bottle is alcohol. Rather that the active ingredient is 70% alcohol but it's mixed with an inert gel for application.
 
Just to note I wasn't able to source the item so I bought Boots anti viral hand foam instead. It is more expensive but doesn't destroy the hands.

It doesn't seem to be alcohol based, but the blurb days it kills 99% of bacteria and enveloped viruses.

They actually do contain high levels of alcohol. For use as protection against Covid, the recommendation was between 60 and 95% alcohol, usually ethanol or isopropanol. The hospital where my wife works had numerous cases of alcoholics stealing and consuming with some requiring treatment afterwards.
