Insulation for TImber Frame Building

We've just started a timber frame extension. Our architect is suggesting rock wool insulation with a permeable barrier within the timber frame, while our builder is in favour of Kingspan insulation board within the frame. From what we hear the rockwool allows moisture passage and is healthier, but can sag over time, and has poor U-values for the thickness. On the otherhand, the insulation board has better U-values, doesn't sag, but is more difficult to get an air tight fit (which the builder says is not the case!?).
We are trying to achieve an air-tight building and will use a HRV system for air/heat circulation, etc.
What are people's views on this and what do the regs suggest?
