Inheritance/gift tax thresholds

Try to look at it this way. Would your original inheritance be worth more than 400k now? If so, what tax would you pay on it
Not double tax as such, but the individual has not been able to avail of the entire €40,000 lifetime exemption. They have only been able to use €38,500, so they have been restricted from using the total exemption theshold in the legislation. €1,500 of the exemption is not available to them, which I consider unfair, as if somebody else now gets an inheritance of more than the latest threshold, they can use the full €40,000 (assuming that's still the latest number).
But can't they still use this 1,500 in the future? So it is still available to them the same as anyone who inherits today. Unless they will never receive an inheritance again from that category of course. But then plenty of people never receive an inheritance in many categories so they never benefit from any of the 40K?

I also think it's unfair to ever reduce the threshold, I see no rationale for it given the inflation we have.

I'll spare you the rant I want to give on CAT.
I spare you the rant on people thinking that unearned wealth should be transferrable tax free between generations while work is taxed at a marginal rate of over 50%.
