Income test for FIS

Hi,
If I apply for FIS and my only current income is Carers Benefit but my spouse received a redundancy payment previously, is this treated as income even though they're not currently in receipt of a salary?

You or your spouse must be employed (not self employed) and working a minimum of 38 hours per fortnight to qualify for FIS.

But you're technically still employed while on Carers Leave from employment.....just receiving zero salary.....would that still not qualify?

Your employer must confirm the number of hours worked per week or fortnight. This is zero while you are on carer's leave.
