In practice, are there any new houses suitable for First Time Buyers?

I get the impression from some media commentary that the high specs for house building and high development levies mean that builders can't really build starter homes anymore.

I will have a look at Daft and myhome but are there any estates for sale at the moment where FTBs could buy? Typically a maximum price of €300k.
