i filled out tax form declaring rental income (rent a room scheme) last year,
is rental income for an owner occupier considered income when one is assessed for social welfare even when the rent earned bearly covers half the mortgage
?
 
I would assume so - it's income after all regardless of whether or not it covers the mortgage.
 
What welfare payment are you specifically interested in? Note that Unemployment Benefit is PRSI related unlike Unemployment Assistance which is means tested. This means that if you have sufficient PRSI contributions then any other income that you have will not jeopardise your claim for UB. However it could affect your claim for UA or any other non PRSI related means tested payments.

If your social welfare claim was subject to a means test, then rental income will effect your claim.

If your claim was based on previous PRSI contributions, then the rental income will make no difference.
