yes.

Everyone is entitled to a Housing Needs Assessment.

As you don't have a house you may qualify for the list. However, it depends on your needs where you are on that list.

family with kids - top of the list.

single male - bottom of the list.

In the meantime a person may be eligible to claim rent allowance and privately rent until the Council is in a position to rehouse them.

You should be but its a long wait. Im on the housing list 7 years!! Still no closer to being housed. Your best bet would be rent allowance.
