Well done on finding that, should help quite a few people.That's the kind of red tape problem that would lead to me contacting my local TD to raise with the Minister for Health/HSE. In your case, 3 of the 4 TDs are government TDs, so take your pick!
However, I note that the Citizens Information website states "If you are refused by 3 GPs, state this on your application, including details of the doctors, and the HSE will assign a doctor to you." No reference there to a letter of refusal?
That bolded statement re refusals refers to medical card and GP visit applications only (as does the webpage from citizen's information). I'm not sure what role the HSE might have in finding a GP for a private patient? If you haven't got a GP, you haven't got a GP.
