HR question, children at work

I'm wondering if anyone has come across a case of people bringing their teenaged children to work with them? It has started happening where I work recently, on an irregular basis. The company is semi-state. It was asked if they could come in on work experiance (as if for transition year), but that had been refused. The children appear to be helping out at work.
 
I imagine the Parent or Parents have worked out something with their Managers if their request for a work experience placement was first refused and they have been there subsequently?
 
So the parents are bringing their children into an office environment where confidential personal details and/or financial details are held and didn't ask the management ?

Yeah right !

If this was happening, I'd go nuts...how many regulations & laws are being breached here ? H&S, insurance, Official Secrets Act (?), confidentiality arrangements etc.etc.

I can't get my head around it at all.
