How will the PS pension levy be administered?

Can anyone explain to me how the PS pension levy will be administered? I have heard acquaintances rattle on about it how calling it a pension levy is misleading as the money is not actually being ring-fenced for their pensions? I guess my questions are: Are levys being ring-fenced for PS pensions? Alternatively, are lthey (the levys) going into the National Pension Fund? Or is the levy just being 'retained' by the Exchequer as current period income?

You are correct when you say that the public service levy is simply being retained by the Exchequer.
