How much to offer for new house?

Hi All
My sister is hoping to buy her first home. She has fallen for one that she likes priced at €225,000 (4 bed show house) which has been on the market for over 2.5 years in a small rural town.

My question is, how much should she offer? She is so anxious to purchase that im afraid she will end up offering over the odds. I know it is hard to say how much, depending on many factors, but just a ball park figure would be much appreciated.

A minimun 55% reducation from boom prices would be my guess. Thats probably overpriced but if she has her heart set on it that would be my guestimate.

I would offer €175,000 - and if its not accepted she can allways go back and make another offer.
