The introduction is a very good listing of the problem.

The Department has published Dealing with aortgage arrears - A guide for local authorities.

Dublin City Council has in place a mortgage arrears resolution process with a dedicated mortgage support team.

At 31 Dec 2011, arrears represented 29% of amount due. Not fully sure what this figure means? (pdf page 13)

The city council has 2,845 borrowers - this presumably covers non shared ownership loans as well.

They are considering a scheme to allow people trade up - Page 15
 
According to this RTE report

45% of Dublin City Council's loans are in arrears

15% are more than 12 months in arrears

72 homes have been repossessed in the "past two years"

Total loans outstanding €360m or which €180m is in arrears.
