How are existing tenants affected by the proposed new rules?

Have I got this correct?

Existing tenants will not face rent increases more than are currently allowed.
The 6 years applies only to new tenancies so they are not affected.
If they are not now in an RPZ , they soon will be.
The landlords ability to terminate the tenancy will be further restricted?

Unless, the proposed new rules prompts the landlord to sell the property now to avoid these limits on their property rights.

My reading is that the old rules on sales and moving in family members will continue to apply to pre-1 March 2026 tenancies based on the below. It says 'new' tenancies after 1 March 2026, so I take that to mean new tenancies entered into after that date. I don't think they can change the terms imposed on an existing tenancy in accordance with the current legislation. Obviously, I'd love to get clarity on this

I would have liked to see a measure where the existing tenant was afforded the a preference opportunity to buy the property from the landlord direct where the landlord intends to sell. A landlord/tenancy sale with some tax sweetners on both sides to entice a quick, hassle-free, no-eviction, transfer.
