Houses in block filthy

I live in a affordable home. It is a terraced house in a block of 8. My house and one other are in nice condition. The rest of houses were used for social housing and are a disgrace, as in the front of the houses are filthy. Dont know why there so filthy but it will not help me when I put house up for sale. Should not the council clean them up. Its bad enough dealing with the negative equity aspect of it.

Time to form a residents committee maybe and 'encourage' people to care about their surroundings.
