Many / Most of the local authorities are members of the Irish Credit Bureau (ICB). Can they or do they report debts owed for the household charge to the ICB?

Is there a problem with identifying the individual liable that hinders the council's ability to file an ICB report for household charge debts?
 
Yep they can and do send info to irish credit bureau. Know this as my brother found out to his surprise for small enough debt.

They would need a court judgement first.
 
Any institute which are members of ICB and make an enquiry through their databases, they are obliged to send member details in a monthly basis. However they should have a members consent (according to data protection act) to do so before any query can be made to their history.
 
The ICB is not a statutory body.

I don't see how a council can just put details of someone on the ICB without consent.
