Household benefits package - any tax liability ?

Is there any form of tax liability on the following ;

1. The free TV licence that comes with household benefits package.

2. The free electricity units that come with the package and

3. The €200 credit on electricity bills.
 
When you get to 70 years of age, the TV licence, Free electricity units and and free GP visits are given to everyone regardless of income. Anything else is means tested I believe, eg fuel allowance, etc.

Is it not just the €35 allowance per month for the electricity that is allowed and the €200 allowance is the one that was paid to everyone recently and has nothing to do with the Household Benefits package?
