Hours between shifts only 8 hours - is this contravening working time act?

Hi - I was just looking through this and see that the 'daily rest period' is allegedly not less than 11 hours in each period of 24 hours.

At the moment, I'm working a shift pattern as that includes 6 'quick turnarounds' within every 28 day period, so there's less than 8 hours between shifts 6 times in the 28 days.

Does it seem that this law is being contravened here? I am a civil servant and not a member of the health sector, gardai or such, so I believe that I would be covered under this law. I've heard that there's some sort of loop hole, if a scheme is a pilot scheme. Has anyone knowledge of this?
ANY info would be appreciated on this.
 
I think it works on averages over a 3 month period, in which case it would probably work out at more than 11hrs.
 
I think the average is in relation to the amount of hours worked whereas the 11 hours is a daily thing .. I asked the union about this and apparently we are covered by the working time act but not that piece of it - is that normal?
